Even if your workplace is out doors such as a building site you must carry out a fire risk assessment. As you can see all types of workplace require a fire risk assessment.
The Reform (Fire Safety) Order came into force on 1st October 2006, it covers general fire precautions and other safety duties which are needed to protect persons in case of fire. As an aid a HM Government publication, 'A Short Guide To Making Your Premises Safe From Fire' is available offering practical advice for addressing fire safety responsibilities and carrying out a fire risk assessment.
